Empadronamiento (Municipal Registration)
Registration is not a mere formality. Without it, you cannot obtain a CatSalut medical card, enroll your child in a state school under the public programme, apply for a Certificado digital, or register with Seguridad Social. This is governed by Ley 7/1985, de 2 de abril, Reguladora de las Bases del Régimen Local (Article 16), which obliges municipalities to register all actual residents regardless of their immigration status.
The complication: landlords frequently refuse to provide the autorización del propietario - particularly if you have a short-term rental agreement. In such cases, there are alternative ways to prove residency, which we apply as part of our relocation assistance in Spain.
Lawyer's note: If your landlord refuses to authorise your registration - it is not the end of the road. In several municipalities in Catalonia, including Barcelona, there is a mechanism for "social empadronamiento." We know how to use it lawfully.
Certificado Digital (Electronic Signature)
The Spanish digital certificate is issued by FNMT-RCM (Fábrica Nacional de Moneda y Timbre). Having a Certificado digital gives you access to the Sede Electrónica portal - you can track the status of your documents independently, submit tax declarations, and receive notifications from Hacienda. Without it, every interaction means a physical queue.

SIM Card

Matrícula escolar (School Enrolment)
The Spanish state education system guarantees the right to schooling for all children on Spanish territory, regardless of immigration status - Ley Orgánica 2/2006, de 3 de mayo, de Educación (LOE), Article 3, as amended by Ley Orgánica 3/2020 (LOMLOE). This means your child has the legal right to a free place in a state school.
The difficulty lies in the administrative process. In Catalonia, school enrolment (matrícula escolar) is processed through the Departament d'Educació portal and governed by annual instrucciones de matrícula published each spring. Outside the main enrolment window, so-called vacantes sobrevenidas - vacant places that arise during the academic year - can be applied for at any time.

CatSalut: Medical Registration
Catalonia's public healthcare system (CatSalut) is accessible to all residents with a registered address and legal status. Primary care is delivered through a CAP (Centre d'Atenció Primària) - your local health centre assigned by place of residence.
We help register the entire family with CatSalut, identify the nearest CAP, and arrange referrals to specialists when needed. Health insurance is a mandatory requirement for several types of Spanish residence permit, including residencia no lucrativa and the golden visa. Canje de permiso de conducir (Driving Licence Exchange)
This is one of the most common requests we receive. Russia, Ukraine, Belarus and the majority of post-Soviet countries are not on the list of states with which Spain has a mutual recognition agreement for driving licences. This means your licence is valid in Spain only for the first 6 months from the date you obtain residency - after that, you are legally required to sit Spanish driving tests.
The procedure is governed by Real Decreto 818/2009, de 8 de mayo, and its subsequent amendments. The canje de carnet process includes: a medical examination (reconocimiento médico) at an authorised centre (Centro de Reconocimientos de Conductores), submission of documents to the Jefatura Provincial de Tráfico, and passing both a theory and practical driving test through a registered driving school (autoescuela).

Vehicle Registration (Matriculación)

We assess each situation individually: importing from an EU country involves entirely different requirements - both in terms of documentation and tax implications - compared to importing from a third country.

Spanish banks are required to comply with Ley 10/2010, de 28 de abril, de prevención del blanqueo de capitales y de la financiación del terrorismo and the AMLD5 directive (EU 2018/843). This means strict KYC (Know Your Customer) procedures - and for clients from countries classified as higher risk, including Russia, Ukraine and several others, the scrutiny is considerably more intensive.
In practice: many banks refuse to open accounts if you have no Spanish employer, no local source of income, or an insufficiently long residency history. This is legal - a bank is not obliged to justify its refusal.

Can I open a bank account in Spain if I have no employment in Spain?
Yes, you can. Spanish law does not prohibit banks from serving non-residents or individuals without local income, but each bank sets its own KYC requirements. Can my child attend a state school if we have not yet obtained a residence permit?
Yes. Ley Orgánica 2/2006 (LOE), as amended by LOMLOE, guarantees access to education for all children present on Spanish territory, regardless of their parents' immigration status. Enrolment requires empadronamiento and a standard set of documents. A residence permit is not a prerequisite for matrícula escolar.
What is Cita Previa and why is it so difficult to get?
Cita Previa is the advance appointment system used by Spanish government offices: Extranjería, Tráfico, Hacienda, and municipal services. Appointments are booked through the official portal sede.administracionespublicas.gob.es. The difficulty lies in the extremely limited number of available slots relative to demand. For certain offices, free appointment windows appear and disappear within minutes. We monitor availability and secure the necessary slots for our clients.
Do I need to declare overseas accounts after obtaining Spanish residency?
Yes. Spanish tax residents are required to declare foreign assets exceeding €50,000 via Modelo 720 (the annual declaration of overseas assets), and to notify the Banco de España of transactions with non-residents above prescribed thresholds under Real Decreto 304/2014.
